UNITY COMMUNITY DEVELOPMENT CORPORATION/nfp
Unity Community Development Corporation/nfp 501(c)3 organization which was incorporated in 2007. Unity was created
as a direct result of a study done by the City of Joliet in conjunction with a number of community leaders from an under
represented area of Joliet located on the near West and East and South sides of the city.
These areas are located in the 4th and 5th Council Districts of the City and are referred to as the Planning Area for the
purposes of the Quality of Life Study. The Quality of Life study was undertaken in order to measure holistically how the
residents in the Planning Area were living in comparison to other city, county and state residents.
The Quality of Life study determined as the result of the input of community leaders and residents that the Planning Area
was in dire need of assistance in the areas of:
- Housing and Commercial Development
- Employment, Training and other Human Services
- Neighborhood Level Organization
- Small Business Economic Development.
Unity Community Development Corporation adopted the following mission statement in response the Quality of Life Plan:
The mission of Unity CDC is to improve the Quality of Life of the historically underserved residents of the 4th and 5th
Council Districts of Joliet by holistically addressing their needs in the areas of human services and employment;
education and recreation; residential housing and commercial and industrial development, neighborhood organizing,
small business development and transportation.
Unity has taken the Quality of Life Plan proposals, turned them into strategies, and identified projects to implement these
strategies. The strategies are aligned according to the function areas. Unity CDC consists of six function areas.
Each function area developed its own Mission Statement based largely on the proposals identified in the Quality of Life

align with a corresponding component identified in the Quality of Life Plan as needing attention.
These function areas encompasses nearly every aspect of an individual’s quality of life and are:
• Human Services/employment/training (Center for Working Families)
• Neighborhood level organization (Neighborhood Councils)
• Housing and Commercial Development
• Small Business Development (Economic Development Center)
The Mission of the Housing Development Project of Unity CDC is to improve the Quality of Life for the historically
underserved communities of Joliet’s 4th and 5th Council Districts by improving the existing, as well as increasing the
Residential Housing, Retail and Industrial stock. It is our key priority to create strong, sustainable, inclusive communities
and quality affordable homes for all. Unity Community Development Corporation is working to strengthen the housing
market to bolster the economy and protect consumers; meet the need for quality affordable single family homes and
rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free
from discrimination and provide fair and affordable housing to everyone including those with disabilities.
The Mission of the Neighborhood Councils is to bring together a changing community with an economically diverse
population by spurring development of affordable residential housing, creating vibrant and healthy commercial corridors,
increase jobs, provide better education, expand transportation, and enhance education and recreation while improving
the delivery of existing services to underserved populations. Currently, Unity has organized and established 12
neighborhood organizations throughout City of Joliet’s 4th and 5th Council Districts. Combined, these neighborhood
council groups represent an estimated 60,000 residents. These organizations are a subset of Unity Community
Development Corporation/nfp; and are actively aligned with the Quality of Life Plan.
CENTER FOR WORKING FAMILIES
Mission of The Center for Working Families is to provide a full service resource facility centrally located in the Planning
Area for the historically underserved residents of the 4th and 5th districts that will engage, educate and empower as well
as improve the quality of life and strengthen the community. Unity CDC
The Mission of the Transportation Program is to provide better transportation services and land use routes to Planning
Area residents for both personal and professional use, while improving the delivery of existing services to an
The Mission of the Recreation/Education Program is to address existing and future Park and Recreational needs for the
youth in the 4th and 5th Districts of Joliet. The Recreation Program will implement processes to provide additional
recreational activities, and will address potential solutions to problems within the areas of recreation and education for
the youth in the Planning Area. Additionally in collaboration with other organizations Unity will address the challenges in
educational literacy and truancy in our learning centers.
The Mission of the Economic Development Center is to provide information and financial support to small and medium
sized businesses in the 4th and 5th Districts. The Center will provide businesses with support services in certifications
and assistance with business planning, process development and accounting support.
When combined, the above separate missions, strategies and projects of each of these six function areas combines to be
the basis of a Comprehensive Master Plan which Unity is using as it’s guiding light in attaining its ultimate mission which is
to implement the Quality of Life Plan and further, impacting and improving the lives of the residents Unity serves.
